Is Job Corps authorized to collect Personally Identifiable Information (PII)?

The “Job Corps Application Data” (OMB Control No. 1205-0025), the “Department of Labor Generic Clearance for Outreach Activities” (OMB Control No. 1225-0059), and “DOL Participant Individual Record Layout (PIRL)” (OMB Control No. 1205-0526) define the reporting requirements for Job Corps’ program planning, operations, and evaluation activities authorized by the 2014 Workforce Innovation and Opportunity Act (WIOA).

Information Collection Requests (ICR) Contents:

  • Job Corps Applicant Data Sheet (ETA 652) is completed by each applicant and verified by admissions staff to determine the applicant’s eligibility for the Job Corps program in accordance with WIOA and Job Corps policy. The “Job Corps Application Data” (OMB Control No. 1205-0025) was approved by OMB for use through 04/30/2026.
  • Job Corps Customer Interest Form (Express Interest Tool) is completed by prospective applicants of the Job Corps program to express their interest in the program. This form obtains basic identifying and contact information for prospective applicants in accordance with the requirements of the WIOA and Job Corps policy. The “Department of Labor Generic Clearance for Outreach Activities” (OMB Control No. 1225-0059) was approved by OMB for use through 02/28/2027.

Federal Regulation 20 CFR 686.945 authorizes the collection and maintenance of Job Corps student records. These can be found in the DOL’s Privacy Act System of Records Notice (SORN) DOL/GOVT-2 Job Corps Student records management of student records. The Department’s Secretary issues guidelines for maintaining records for each student during enrollment and for disposition of such records after separation.
