Should applicants with a disability be held from arrival until the accommodation process is complete, per Form 2-03?

Form 2-03 of the PRH requires the center to engage an enrollee with a disability in the reasonable accommodation process prior to arrival (i.e., discuss the disability program, accommodations, and draft a plan, if appropriate). Disability accommodations should be provided upon arrival, and delays in enrollment should not occur unless there are complex accommodation needs (e.g., sign language interpreter, etc.) that require special funding or additional time to secure.
